Entitled:
Maryland Health Insurance Plan - Plan Independence, Board Composition, and Regulation

Synopsis:

Removing the Maryland Health Insurance Plan from the Maryland Insurance Administration; providing that the Plan is an independent unit of State government; altering the composition of the Board of Directors of the Plan; authorizing the Executive Director of the Plan to employ staff; repealing an exemption of the Board from specified State personnel laws; requiring the Board to develop a master plan; requiring the Maryland Insurance Commissioner to regulate the Insurance Plan; etc.
