Synopsis:

Altering provisions of law governing collective bargaining for State employees and employees of State institutions of higher education; specifying that the State Labor Relations Board is an independent unit of State government; altering the membership of the Board; requiring the Department of Budget and Management under specified circumstances to provide specified information to exclusive representatives; prohibiting the State and employee organizations from engaging in unfair labor practices; etc.
