Requiring the Spending Affordability Committee to make recommendations for budget reductions to specified programs if the Committee recommends a spending level below the estimated baseline expenditure level; requiring the Department of Legislative Services to provide the Committee with an estimated baseline expenditure level by a specified date; etc.
