Eminent Domain Reform Act

Synopsis:

Prohibiting a condemning authority from condemning private property for economic development purposes unless specified conditions are met; altering the standard of proof and the standard for judicial review in specified condemnation proceedings; establishing that specified business owners are entitled to compensation for goodwill; requiring specified condemnation actions to be filed within 3 years after the determination to acquire the property; etc.
