Synopsis:

Proposing amendments to the Maryland Constitution to limit the condemnation of private property in Howard County to condemnation for public use; defining the term "public use"; providing that the term "public use" does not include use for economic development purposes; prohibiting the condemnation of private property in Howard County for urban renewal projects; and submitting the amendment to the qualified voters of the State of Maryland for their adoption or rejection.
