Creation of a State Debt - Baltimore City - Coppin State University Lutheran Site Demolition

Synopsis:

Authorizing the creation of a State Debt in the amount of $1,000,000, the proceeds to be used as a grant to the Mayor and City Council of Baltimore for the demolition of specified buildings at the old Lutheran hospital site; providing for disbursement of the loan proceeds; requiring the grantee to grant and convey a specified easement to the Maryland Historical Trust; establishing a deadline for the encumbrance or expenditure of the loan proceeds; etc.
