Requiring the Department of Health and Mental Hygiene to apply for a specified waiver under specified circumstances; requiring a specified waiver application to provide for services for a specified number of individuals; requiring the Department to conduct a specified analysis; requiring the Department to make specified reports to the General Assembly at specified times; etc.
