Investor-Owned Electric Companies - Electricity Supply

Synopsis:

Requiring the Public Service Commission to require specified electric companies to obtain electricity supply for specified service to specified customers through a specified competitive process; and providing that a specified competitive process must include a series of competitive wholesale bids in a specified cycle in which each year a specified electric company solicits bids designed to supply a specified percentage of the anticipated load for specified customers.
