Requiring the Department of Health and Mental Hygiene to apply for a waiver under the federal Social Security Act on or before December 1, 2009; requiring the waiver to include specified goals and objectives; requiring the waiver to include specified benefits and consumer protections regarding program enrollee choice of specified long-term care facilities; requiring coordinated care organizations in the program to reimburse specified facilities at specified rates; etc.
