Synopsis:

Requiring the State Board of Elections to establish guidelines for a permanent absentee ballot list; authorizing an individual to apply for permanent absentee ballot status; specifying that a voter is eligible for permanent absentee ballot status if the voter is a member of the armed forces or the foreign service of the United States, living outside the United States, a student in an institution of higher education, elderly, or disabled; requiring that an absentee ballot be sent to a specified voter; etc.
