Establishing the Public Charter School Facility Revolving Loan Fund; stating the purpose of the Fund; authorizing specified applicants to obtain loans from the Fund; requiring the State Board of Education to administer the Fund and to consider specified factors when evaluating loan applications; specifying loan amounts; requiring the State Board to report specified information to county boards of education each fiscal year; specifying provisions relating to loan repayment; requiring the State Board to adopt regulations; etc.
