Synopsis:

Establishing the Prescription Drug Monitoring Program in the Department of Health and Mental Hygiene; establishing the mission of the Program; requiring the Program to carry out its mission by monitoring the prescribing and dispensing of specified substances by prescribers and dispensers; establishing the powers and duties of the Secretary of Health and Mental Hygiene under the Program; requiring dispensers to submit specified information to the Program electronically except in specified circumstances; etc.
