Synopsis:

Prohibiting specified persons from purchasing four or more items of plastic secondary packaging for recycling, shredding, or destruction; requiring purchasers of plastic secondary packaging to make a record of each transaction in which a person sells four or more items of plastic secondary packaging; requiring specified purchasers to verify the identity of sellers of plastic secondary packaging in a specified manner; requiring purchasers of plastic secondary packaging to keep specified records; etc.
