Synopsis:

Prohibiting a person from making a specified statement that an institution operating without a certificate of approval is approved by or has a certificate of approval from the Maryland Higher Education Commission; prohibiting a person from enrolling a student in an institution operating without a certificate of approval unless the person gives specified notice to the student and obtains a specified written acknowledgment from the student; requiring the written acknowledgment to be permanently retained in the student's file; etc.
