Environment - Permits to Construct Incinerators - Limitation on Issuance near National Parks

Synopsis:

Prohibiting the Secretary of the Environment from issuing a permit to construct an incinerator within 1 mile of a battlefield, wildlife, or a recreational area in the National Park System; and exempting the Baltimore-Washington Parkway.
