Clarifying the authority of the Video Lottery Facility Location Commission to award video lottery operation licenses under this subtitle; altering specified criteria used by the State Lottery Commission for a video lottery operation license; altering the distribution of specified proceeds from a specified account to a video lottery facility in Allegany County under specified circumstances; etc.
