Synopsis:

Allowing an individual in a restaurant or facility for which a specified alcoholic beverages license is issued in Baltimore City to consume under specified circumstances wine not purchased from or provided by the restaurant or facility; authorizing a license holder to charge an individual a specified fee; applying the sales tax to the fee; requiring an individual to dispose of or remove specified wine after finishing a meal; altering the definition of "taxable service"; etc.
