Synopsis:

Authorizing the Motor Vehicle Administration to issue a special black and white license plate for specified vehicles; defining the license plate as the former standard-issue black and white plate that preceded the standard-issue War of 1812 registration plate; requiring an applicant for a special black and white license plate to pay an additional fee determined by the MVA; requiring the MVA to set a fee for special black and white license plates that recovers costs without resulting in a surplus; etc.
