Synopsis:

Establishing the Maryland Health Quality and Cost Council; providing for the membership of the Council; requiring the Council to meet a specified number of times each year; providing that a specified number of members of the Council constitutes a quorum; prohibiting members of the Council from receiving compensation but entitling members to reimbursement for specified expenses; etc.
