Authorizing county boards of education, on the recommendation of the county superintendent of schools, to suspend or dismiss a teacher, principal, supervisor, assistant superintendent, or other professional assistant for ineffectiveness as determined under specified circumstances; declaring the intent of the General Assembly; etc.
