Synopsis:

Requiring an electric company to develop and submit to the Public Service Commission a specified long-range plan regarding the electric company's electricity needs; requiring the Commission to evaluate plans regarding generating needs and the means to meet those needs; requiring the Commission to issue specified orders upon completion of specified evaluations; etc.
