Authorizing the creation of a State Debt in the amount of $500,000, the proceeds to be used as a grant to the Board of Directors of ALEC Education and Housing, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, and capital equipping of the ALEC African House, including construction of a parking lot, located in Beltsville; etc.
