Stormwater Management - Watershed Protection and Restoration Program

Synopsis:

Requiring each county and municipality to adopt laws or ordinances to establish a watershed protection and restoration program on or before July 1, 2013; exempting a county or municipality if the county or municipality has enacted and implemented a specified system of charges in a specified manner by a specified date; requiring the program to include a stormwater remediation fee and a local watershed protection and restoration fund; requiring counties and municipalities to collect the fee and administer the fund; etc.
