Gas Companies - Rate Regulation - Infrastructure Replacement Surcharge
Stating the intent of the General Assembly with regard to a gas
infrastructure replacement surcharge; allowing a gas company to
recover specified costs associated with specified gas infrastructure
replacement projects through a specified surcharge on customer bills;
requiring project cost calculation to include specified elements;
specifying when costs will be collectable; specifying how the pre-tax
rate of return will be calculated and adjusted and what it shall
include; etc.
