"Smart Growth" and Neighborhood Conservation - "Smart Growth" Areas

Synopsis:

Establishing priority funding areas in the State so as to preserve existing neighborhoods and agricultural, natural, and rural resources; prohibiting State agencies from approving specified projects that are not in priority funding areas; providing for specified exceptions; establishing a certification process for the designation of eligible priority funding areas; requiring municipal corporations to adopt specified development standards and assist counties in the collection of fees to finance specified school construction; etc.
