Recycling - Composting Facilities

Synopsis:Providing that a person may operate a composting facility only in accordance with specified requirements, regulations, orders, and permits; requiring the Department of the Environment to adopt regulations to implement specified provisions, including establishing conditions on the operation and construction of composting facilities; establishing a permit system for composting facilities; excluding specified materials from the definition of solid waste; etc.
