Synopsis:Authorizing the County Commissioners of Frederick County to enact an ordinance that prohibits the knowing or intentional possession of synthetic cannabinoids; prohibiting the sale or manufacture of synthetic cannabinoids; making real property used in violation of the ordinance a nuisance; providing for civil and criminal penalties for a violation of the ordinance; making the Act an emergency measure; etc.
