Synopsis:Authorizing the creation of a State Debt not to exceed $20,000, the proceeds to be used as a grant to the Board of Directors of Friends of Carroll Creek Urban Park, Inc. for the design, construction, and capital equipping of Carroll Creek Linear Park, including enhancing water quality and general aesthetics, located in the city of Frederick in Frederick County; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
