Synopsis:Proposing an amendment to the Maryland Constitution authorizing the counties and the Mayor and City Council of Baltimore to enact legislation authorizing a special election to fill a vacancy in the office of Delegate or Senator; establishing that if a vacancy occurs by January 1 of the year immediately following the year that the Delegate or Senator takes office and a special election is authorized, the special election shall coincide with the next ensuing regular presidential and congressional election; etc.
