Declaring specified policies of the State regarding bicycle and pedestrian access to transportation facilities; requiring the Department of Transportation to develop a Statewide Bicycle-Pedestrian Master Plan; expanding the focus of the Bicycle Advisory Committee to include matters relating to pedestrians; requiring the Department to budget funds sufficient to fund projects and programs to achieve specified bicycle and pedestrian transportation goals; etc.
