Synopsis:

Prohibiting State agencies from approving specified financial assistance to a recipient that engages in discriminatory practices; requiring those agencies to monitor their assistance programs to ensure that recipients do not discriminate; requiring each recipient to certify that discrimination is prohibited and to incorporate a nondiscrimination clause into its documents within 90 days after delivery of the assistance; requiring that procurement contracts prohibit discrimination based on sexual orientation; etc.
