Synopsis:

Establishing that specified individuals, other than specified nonresident aliens, shall be exempt from paying nonresident tuition at specified public institutions of higher education under specified circumstances; prohibiting specified institutions of higher education from awarding degrees to specified individuals under specified circumstances; etc.
