Increasing the number of commissioners of the Washington Suburban Sanitary Commission (WSSC); providing for the terms of the commissioners of the WSSC; providing that a specified position of commissioner of the WSSC shall remain vacant until a successor has been appointed under specified circumstances; requiring the Legislative Auditor to perform specified audits of the WSSC at specified intervals under specified circumstances; etc.
