Establishing the Community Energy and Economic Development Grant Program in the Maryland Energy Administration; providing for the purpose of the Program; requiring the Administration to manage, supervise, and administer the Program; providing for the eligibility for grants from the Program; providing for the application for grants from the Program; altering the amount of the environmental surcharge for each account for each retail electric customer for a specified period of time; etc.
