Requiring nonexempt service contracts to contain provisions that establish employee compensation at a specified level; requiring that notice of specified employee rights be given employees affected by specified service contracts at specified points in the procurement process; providing that specified requirements must be met for specified service contracts to be certified; requiring that specified calculations account for specified compensation levels; etc.
