Synopsis:

Establishing the Character Education Fund; requiring the Governor to include a specified amount in the State budget each fiscal year for the Fund; establishing the grant eligibility requirements for the Fund; requiring the State Department of Education to adopt criteria for approving character education programs, decide whether to approve a character education program by specified dates, make specified grant awards by specified dates, devote a specified amount of the Fund to specified activities, and establish reporting requirements; etc.
