Synopsis:

Authorizing a county to enter into an agreement to purchase development rights under specified circumstances; authorizing a county to determine, by resolution, the provisions, terms, conditions, and the duration of a specified agreement; providing that a payment obligation in a specified agreement shall be a general obligation of the county and may not be subject to a specified annual appropriation; etc.
