Requiring the Public Service Commission to initiate new proceedings to review and evaluate requirements under a specified Act; requiring the Commission to conduct specified hearings which include the use of specified experts and consultants; repealing specified provisions relating to a specified merger and specified reporting requirements; altering considerations that the Commission is required to review in a specified study; etc.
