Authorizing video lottery gaming on specified vessels at dock or underway in State waterways under specified conditions; establishing a State Commission on Vessel Gaming; providing for the membership and chair of the Commission; specifying the terms of the initial members of the Commission; providing for appointment, compensation, powers, and duties of an Executive Director for the Commission; etc.
