Requiring State public institutions of higher education to facilitate student engagement in the electoral process, as specified; requiring local boards of elections to provide the general public access on the Internet to specified information; requiring each local board to ensure that polling places are staffed and equipped to a specified standard; requiring local boards to establish specified easy voting polling places; making part of the Act contingent on the enactment of a specified

constitutional amendment;
