Synopsis:

Establishing the Commission on Minority Business Enterprise; requiring the Commission to advise the Office of Minority Affairs and the Office of Minority Business Enterprise in the Department of Transportation on specified matters relating to minority business; providing for the composition, terms, and staffing of the Commission; specifying the duties of the Commission; requiring the Commission to report on specified progress, achievements, and recommendations by December 31 of each year; etc.
