Synopsis:

Requiring a person responsible for a release that resulted in groundwater contamination to reimburse specified property owners for the costs, up to $250, incurred for conducting tests for groundwater contamination; authorizing a property owner to bring an action in District Court for reimbursement of the owner's costs under specified circumstances; etc.
