Establishing the Prince George's County Hospital Authority; providing for the mission of the Authority; providing that the Authority is an instrumentality of the State and a public corporation; providing that the exercise by the Authority of specified powers is the performance of an essential public function; requiring the Authority to be subject to the State Open Meetings Law; exempting the Authority from specified provisions of State law; etc.
