Establishing the Maryland Youth Entrepreneur Connection Program in the Division of Workforce Development of the Department of Labor, Licensing, and Regulation; requiring the Program to offer specified employment and training opportunities to specified disadvantaged youth; requiring funds for the Program to be used for specified services; requiring the Governor to include in the annual budget bill for specified fiscal years a specified amount for the Program; etc.
