Synopsis:

Adding Howard County as a county authorized to use speed monitoring systems to enforce highway speed laws, as specified; limiting the use of speed monitoring systems in the county to specified highways; establishing a $40 maximum civil penalty for a violation of law enforced by a speed monitoring system in the county; restricting the use of revenue generated by the Act; requiring the county to submit a specified report; making the Act contingent on the failure of another Act; etc.
