Declaring specified findings and policies of the General Assembly; stating specified energy policy goals for the State; declaring that it is the policy of the State that specified policy goals should be prioritized in a specified manner; requiring a specified person to submit a specified statement when applying for a certificate of public convenience and necessity; requiring a specified person to submit a specified statement when applying for permission to construct a specified generating station under specified circumstances; etc.
