Authorizing the financing of energy performance contracts by capital lease or general or special obligation bonds authorized by the General Assembly; providing for the timely payment of principal and interest on bonds and capital leases used to finance energy performance contracts; authorizing the issuance of $200,000,000 in general obligation bonds to finance State energy performance contracts; etc.
