Including employees of the Baltimore Metropolitan Council who were employees of the Baltimore Regional Council of Governments on June 30, 1992, in the State Employee and Retiree Health and Welfare Benefits Program; providing that service accrued by specified employees of the Baltimore Metropolitan Council shall be included as part of the employee's State service; etc.
