Nonresidential Electricity and Gas - Energy Benchmarking and Disclosure - State Buildings

Synopsis:

Requiring each gas company and electric company to maintain, in a specified format, gas and electric consumption records for nonresidential retail gas and electric customers and to upload consumption records to the EPA Portfolio Manager after receiving authorization from an owner or operator of a nonresidential building; requiring that State buildings be benchmarked each year, beginning in 2012, using the EPA Portfolio Manager; etc.
