Synopsis:

Proposing an amendment to the Maryland Declaration of Rights to expand the rights of a victim of crime; establishing the right of a victim of crime to be treated with fairness; establishing that the rights of a victim of crime apply during the juvenile justice process; expanding specified rights of a victim of crime during specified phases of the criminal and juvenile justice process; submitting this amendment to the qualified voters of the State for their adoption or rejection; etc.
